The other way which is usually more tedious is that you can have regular safety pins and in those safety pins you can add the pearls or the beads along with some other ornaments which are small in size and then you can add these safety pins on a piece of wire so that the wire can be wound around a conical surface.

You will need three or four sets of each of these wires along with the safety pins and those when all wound together on a conical surface will give the look of a beaded Christmas tree.
